Press Release: Bill Moore on Open Carry: Respect Court Ruling, Protect Taxpayers

Bill Moore, candidate for Orange County Sheriff (Orlando, FL), announced his support for non-enforcement of Florida’s open carry ban considering a September 10, 2025, ruling by the First District Court of Appeal declaring the ban unconstitutional under the Second Amendment; See McDaniels v. State of Florida. The ruling becomes effective September 25, 2025, unless a higher court intervenes.

“Enforcing a law that has been struck down not only undermines constitutional rights but also risks exposing Orange County taxpayers to expensive lawsuits in state and federal court,” said Moore. “If elected as your Sheriff, I will uphold the Constitution while protecting residents from unnecessary legal and financial burdens.”

Press Release: Bill Moore Proposes New Florida Law Authorizing Protective Drone Operations entitled the “Charlie Kirk Aerial Protection Act”

In order to prevent similar occurrences or “copy-cat” type snipers from elevated positions, Moore urges Florida lawmakers and Governor DeSantis to act immediately after political influencer Charlie Kirk was murdered by a sniper on September 10, 2025. Moore also points to the assassination attempt by a sniper against former candidate and now President, Donald J. Trump.

Moore stresses the next legislative session still months away, and notes that Governor DeSantis has the authority to issue an executive order to provide safety measures in the interim. By executive order, Governor DeSantis could authorize a temporary pilot program under FDLE or the Division of Emergency Management to allow licensed FAA Part 107 drone operators to work alongside law enforcement for protective sweeps at political events.

A podcaster was unlawfully trespassed from the Winter Garden Farmers Market—on public property—for exercising free speech. The City Manager admitted the mistake, but the City’s own website still bans “Political” and “Religious Solicitation.” That’s unconstitutional.

As a retired detective and candidate for Orange County Sheriff, I’m calling for immediate reform:
✅ Update permits and website to reflect protected speech
✅ Remove unconstitutional restrictions
✅ Train city staff and officers on First Amendment rights
✅ Notify all event organizers that free speech can’t be shut down

As a life-long resident of Orange County, he has a deep understanding of the community and its needs. Throughout his career, Bill has served in a variety of roles, including Patrol Officer, Field Training Officer, Detective, and as a Federally Deputized Task Force Agent while assigned at the Metropolitan Bureau of Investigation.

Bill’s exceptional administrative skills have been demonstrated consistently throughout his career, and his innovative approach to investigating criminal cases has paved the way for others to solve crimes more effectively. He is known for his investigative skills and pioneering techniques, which have helped to drive down crime rates and keep communities safe.

Overall, Bill served as a highly qualified law enforcement officer who has dedicated his life to serving and protecting the residents of Orange County. His experience, expertise, and commitment to excellence make him an outstanding candidate for Orange County Sheriff.

“reset the tone” for acceptable behavior

The prevailing perception in Orange County is that violent crime is on the rise, which is supported by historical crime data and low clearance rates reported to the Florida Department of Law Enforcement. Furthermore, even minor offenses such as reckless driving are being ignored, which adversely affects the livability of neighborhoods and poses an immediate threat to drivers and pedestrians when this criminal behavior occurs on our roadways.

It is imperative to reset the standards for acceptable behavior for both the community and the Orange County Sheriff’s Office. Strong leadership is crucial, and electing a new Sheriff is a necessary step towards achieving this goal.

Unfortunately, deputies lost confidence in the current Sheriff, and their morale has been eroding since 2020, as evidenced by a scathing survey that led to the withdrawal of their endorsement. Low morale still persists today, leading to discontent and early retirements, which ultimately impedes crime prevention efforts and negates any potential benefit from hiring new deputies. Therefore, voting a new Sheriff into office is required to restore the morale of the Sheriff’s Office and provide the community with the safety and protection it deserves. Vote Bill Moore for Orange County Sheriff in August of 2024.

The campaign logo shows employees and members of the community working together, with the Sheriff, to solve crime. By having a seat at the table, either in person or virtually, members of the Orange County Sheriff’s Office, including deputies, as well as members of the community, will have the opportunity to express their perspectives and ideas with an open-minded approach to change, exploring new methods, and abandoning ineffective practices.

REQUIREMENTS TO RUN

Under Article VIII, Section 1 of the Florida Constitution, “There shall be elected by the electors of each county, for terms of four years, a sheriff.”

Under Article VI, Section 4 of the Florida Constitution, in order for an individual to be qualified to hold the office of Sheriff, “No person convicted of a felony, or adjudicated in this or other state to be mentally incompetent, shall be qualified to vote or hold office until restoration of civil rights or removal of disability.”
